I'm not familiar with the series, but ... does he regenerate from earlier remains? If so, it seems unlikely.
You don't put bumper stickers on Ferraris. You don't put graffiti on a church. By the same ironclad reasoning, you don't put a tattoo on a beautiful woman.

I've been a fan for many years, and I think he could.

As for how he regenerates, it seems to be some sort of matter/energy/matter conversion, so the end result could be anything, so long as the basic Time Lord DNA is there...

I'd go with this comment, since ASJ is far more versed in Who-ville lore.

Well, it could be argued either way. Regeneration may preserve the XY (or whatever the Gallifreyan equivalent is) chromosome pair...

If you take the Children in Need Telethon shorts into account, he already has regenerated into a woman (portrayed by Joanna Lumley), though that was a comedy sketch, and not generally considered part of Who canon...

We have seen female Time Lords (Time Ladies?) before, most notably Romana and The Rani, but there's nothing in canon one way or another that says a Time Lord can't change gender as part of a regeneration, especially if it's under unusual circumstances, which is not unusual for The Doctor.

So, ultimately, I don't know... but I'd neither put it past the producers nor find the thought unwelcome.

Exactly. I mean The Howling was the perfect werewolf movie and Bram Stoker's Dracula was the perfect vampire movie. Anything that touched on either subject after those two simply suck... with the possible exception of Harry Potter in regard to werewolves...

Was it not Doctor 11, who for a moment 'thought' he had regenerated as female and was incredibly shocked?

From that reaction I would say that it was either impossible, or at least VERY unlikely.

Of course, since it has been shown (with Lady Romana) that a Galifryan can choose how they regen, I suppose it could be a choice...
